The President has appointed the cabinet and inauguration was scheduled on Tuesday 26, 2008.

According to the Constitution, the Prime minister should present his or her government program before the Senate and the Lower House, accompanied by his or her cabinet for approval.

If the program is rejected, the prime minister has for duty to rewrite the proposal and the process begins again.

It is only when the program is approved that the Prime Minister and the cabinet can take office.

The entire process needs the parliament stamp.

The president for no reason has tried to bypass the legal procedure.

If the President persists in this osbcure enterprise, the Lower House will denounce him and send him in front of the Senate to be impeached.
