It is a very well written piece of work. I would however differ with the list of priorities for Haiti.

Security should be at the top of anyone's list.
Jobs or the means to survive should be a close second.

On the third point, electricity looks good although many countries like the Dominican Republic have managed to do good without it.The environment, decentralization, infrastructure, healthcare, tourism all could be in third place.

The tragedy is that so far this government hasn't accomplished anything.
