Rene Preval Compares Haiti To Louisiana USA

In a comment to the Miami Herald, Haitian President Rene Preval says:

"this is Katrina in the entire country but without the means that Louisiana had" referring the recent floods in Haiti.

What do you think the Haitian government can/will do to prevent so many human fatalities from happening again?

Do you think they have the will power to do it?
