Last time I checked, US government doesn't give anything for nothing to no one.

US Government is giving capital to Haitians to invest in Haiti and create jobs?

What's the catch?

I am 100% sure there is a catch to anyone and everyone who gets any of that money.

Haitians need to be very careful not to sell their souls to for a penny to US government.

I hope they have the brain capacity to read the fine prints before putting their grip on that cash.
