Duvalier did not ruin Haiti.

He had to have the tonton Macout to keep people in line. Education is key and 90% of Haitians have none, they act like savages.

They do not have self control and can destroy a whole city just because they are disappointed.

Poverty and Democracy are ferocious enemies.

Until Haitians get educated and most of them raise to the middle class Haiti holds no chance of becoming a democratic country.

Until then no President can run it as one. In the mean time Preval laziness, selfishness,stupidity and lack of pride are in the way of progress!
