Haiti needs to nicely ask permission to the United States for forgiving the debts and raise tariffs on imported goods which Haiti can produce.

Like you said, Preval government does not have the "balls, cojones, gren" to stand up to the United States.

Haiti can easily get out of the nightmare by:

1. Stopping corruption
2. Taking 20% of the diaspora remittances (200 millions dollars per year) and investing into the country.

Mainly tourism to get a return on investment.

3. Making the Haitian ports free to encourage investing.

However, putting a ban on certain products on goods produced by Haiti (e.g., rice, sugar, coffee, milk, etc...)
4. Increased security and putting a stop to kidnapping.

I can go on and on but just those 4 things would make Haiti at least be at the level of Dominican Republic or Trininad, economically.

I would say that Haitian leaders are incompetent or have no balls if they cannot even do those 4 simple things.
