Infrastructure in Haiti -school collapse

It appears that Haiti has so many pressing problems that infrastructure such as commercial and residential building codes is not even on the list of things to do.
I was in Haiti in 2005 and saw new constructions butting against a major artery at a time that same road was under expansion consideration.

Who gave permission for that construction?

Or do they even require permission before starting a construction?
