I "douane" my Mitsubishi Montero in Sen Mak in May after a long battle with the Directeur.

He was of the opinion I needed a "matriculation fiscal".

I don't qualify for this document as I am not a hatian national.DGI is of the opinion I must first have a "permis sejour" to obtain a matriculation fiscal.

I don't qualify for the "permis sejour" as I am hardly ever in Haiti 90 days.
I told the Directeur of the Douane in Sen Mak they could use my US passport number and drivers licence.

I have done it this way in the past. Eventually they directed me to the national office at delma.

Whatever Delma said Sen Mak was "d'accord".The national office in Delma was also of the opinion that Sen Mak should use my passport number and driver's license.

This took March, April and most of May. I eventually got the Montero out. I returned last month and now the directeur of assurance insisted I need the matriculation fiscal to obtain plates and assurance.

DGI at all levels has refused to grant me a nif until I have a "permis sejour".

To say they have been unhelpful is an understatemnt.

Staff from the Ministry of Agriculture, Ministry of Etranger Affairs as well the foreign investment section of the Ministry of Commerce recognize the need for this document or some sort of dispensation.

My project a commercial venture involving aquaculture (raising fish) is recognized by the government as a priority especially in Gonaives.

The project involves Bigot, Chatelaine and Desronville.the creation of new jobs is already taking place.

Gonaives will have a dependable inexpensive source of fish. I must have plates and assurance when I return to Haiti in December when I take delivery of the fish from the Directeur of
Aquaculture at Damien and commence production.

I am extremely frustrated.

Please help me with some executive dispensation.
