I think you need to follow what is going on in Haiti.

They just finished in December 2006 with what we call the election for the creation of the "Collectivités" Territoriales" i.e the Office of the District Administrative Council (CASEC), The Assemblee de Section Communale (ASEC) and the Permanent Electoral Council.

This in essence will be the equivalent of what you are saying.

Point blank, what you are suggesting is not conducive to the form of government we have in Haiti.

A judge does not work in fact for the president, because the president is not dictating the rules, it is from the codes dictated long before most presidents.

The problem is that we have too many people in Haiti with no backbones, who can not hold a position of their own and differentiate between an issue with an individual and an issue of National importance, that's where our problems lie. I think outside, we can all easily judge, but the reality is quite different.

I am not defending Preval, however, what he has inherited has never been done before.

A constitutional government having most of its employees from a coup d'état, this is by no mean easy.
