I don't want you to think that the treaties were signed as/to be "one-sided" intentionally.

These treaties that were signed between Haiti and US just happen to become "one-sided" because while US law enforcement, the CIA and the FBI have full total and unlimited power to come to Haiti's soil to make arrests, US on the hand does not allow Haiti's law enforcement to do the same on US soil.

And this why you see people like Emmanuel Constant and many other Haitian criminals are warming the streets of US cities freely despite repeated calls and demands from the Haitian government to get these people back to Haiti so they can face justice.

US keeps ignoring Haiti completely.

Anyone running from US justice system would be much better off to flee to Canada because there isn't an "Extradition treaty" between Canada and US.
