You said it very well. However, you innocently failed to realize one BIG true factor in thie equation and that is "The president is the had of the government."
That being said, the burden rests ONLY on the president to set the tone, the mood, and show leadership in order to get things done. It means that the president must lay down his/her clear vision/program for the country to the people and to both houses in order to get anything done.
The senat and the parliament are not running the country, the president is, which means the senat and the parliament have to follow the president lead.
The other thing you need to understand is that the Haitian parliament and senat do not operate/function like the ones of the United States.
Both chambers of the Haitian legislatures do not have the power to do anything else other than passing laws and working on the annual budget.
Contrary to U.S. members of both chambers of the Haitian government cannot, for example, create jobs in their respective district, etc....
In Haiti, the president decides on everything! the president can even disolve both chambers if he/she wants to.
Haitian politics is way far more different to the one of the United States.
Just an observation!
