The Haitian situation is complex mainly because there is no democratic tradition, in our side we have been trying to live in a democratic system for the last 50 years (i think right now we are one of the oldest democratic systems in latin america), but it has been difficult because of the resistance of our old conservative segment which handle must of the economy (though that has been changing in the last 10 to 15 years), plus there is a drug economy that has developed at the same time, with the same goal and objective, which is to mantain the population at certain level of ignorance, so they can be handled as cattle.
Even though we suffered a dictatorship for 31 years, period in which the best of our intellectuals were sacrificed, after that with balaguer we still suffered in the transition, with a lot of young people dying for their ideas, i have seen people here longing for a dictator to come back.
My plan or Haiti is simple but difficult.
1.- Education, not only academic but technical level (electricians, nurses, etc.).
Then you can have jobs. In this point we begin to prepare the base for a democracy.
2.- Education teach the people that we are in an island with very limited resources, if we brake it we only have the sea.
3.- Reforestation as an urgent matter, at the same time provide the people with cooking equipment for GLP or other fuel financed by the government, so no one need to use coal or wood. We need the water.
Again we are a small island.
4.- Health as another priority, finance a medical school the doctors wil have o work for 5 years before leaving.
5.- Food - we know a lot about agriculture in this side, a government arrangement for technical support and development of projects, with the objective of reaching at
least enough production to stop importations, or to reach an agreement for buying in big amounts from government to government, and finance it to the poor people.
People need to eat enough to get education.
That is my small plan for Haiti, might look naive, but i really would like to see Haiti develop as a country.
