School give you knowledge if your brain can take it. then, you have to apply that knowledge, again if you are capable of doing so. Not only Preval is not competent, but he is a very selfish person.

He is just waiting for his term and go to exil to enjoy all the money he and his allies are stealing from the country.

This is the only reason he has for not bringing to justice Aristide and Latortue for all the money they stole from the poorest people over the face of this planet.
