Yes, the elite is to blame, but the elite would not be able to do what it does without the help of the Haitian government.

I all countries around the world there are corrupt elites; the difference is that in Haiti, the elites works hand in hand with a corrupt government and so they get away with what corrupt elites in other nations can't. It is the job of those that have to be greedy.

It is the job of the government to curb that greed so that it does not brake the whole population.

The problem is that in Haiti the greed is not just an elite problem, it is also part of the makeup of our government officials.
