The Haitian rulers who don't align with the elite get overthrown.

Case in point, Aristide.

The US Government aligns with the elite of America (corporations/ big business), hence the endless wars, 50 million Americans and counting who are going hunger, widespread homelessness, foreclosures, and thousands of Americans living in the woods and sleeping outside in tents.

Only 6% of Americans want congress re-elected.

Most think congress is corrupt.

56% don't think Obama deserves re-election.

Obama serves the elite.

It happens everywhere, not just Haiti.

The problem with Haiit, however, is that there are too many people involved in the destabilization process.

The "rebels" are not armed by the Haitian elites; they're trained and armed by the CIA. They're trained in Fort Bennings, GA at the School of the Americas (where ever Latin America coup-leader is trained), or in the DR or Ecuador.

The elite does not have the capability to create such chaos in Haiti, which is why they become traitors out and align with the United States, France, and Canada.
