I think we seem to be targetting the real problems of our country to really talk about.
It is eminent that the entire Haiti be decentralized starting with the government.
I had been suggested for as long as I can remember to decentralize the government first, but due to the current situation it is an open window to do both simultaneously.
And this is why the constipation oops! my bad! I meant to say the constitution, needs to be scapped off and rewritten to really reflect Haiti, according to the Haitian culture, values, beliefs, and principles and not to reflect the wills of the master.
By doing so, Haiti must call for governorships for each department, that's how it was after indepepndence.
There were only 5 departments and each department was running by an "Intendent" (same as governor).
Haitian must accept Haiti as a country with 9 departments and NOT 10 departments.
This is the most idiotic thing I ever heard.
Haiti cannot adopt foreign countries as its territories.
To claim outside territories as a department, they most belong to the country.
And futhermore, Haitian diaspora has no voting rights in Haitian political process.
Anyway, like the blogger just mentioned and I agree 100%, Haitian citizens don't have to go all the way to P-A-P just to get an ID or a license plate, etc. etc...
The way the constipation is written, it gives all the power to president, which makes Haiti a One-Man show. The president appoints every single official except the parlaiment/senate but the president still have a say on who get elected.
This is why there is so much corruption.
To make the judicial system an independent intity All the judges must get elected to the bench and not appointed except for the supreme court/cours the cassassion, etc. etc...
Haiti will never fully developed with the system in place.
It will take, however, someone with a functioning brain, capable, wise, and sober to bring these changes to our country.
The constitution is a piece of crap and must be annuled.
