Global Corruption Index Haiti Ranked Highest

I was reading an article online and they mention that, on the Global Corruption Index, Haiti ranks 163 out of 163 nations.

That means corruption in Haiti is highest than any other country in the world.

it doesn't mean that Haiti as country or the Haitian people are most corrupt.

It means we have a bunch or hungry a$$holes who are are in leadership positions.

Is there a checks and balance system in Haiti to prevent corruption?
