Background
Elections are currently scheduled for November 28; many Haitian and international analysts have serious doubts that the process will be free and fair and have raised important questions about the process to date. The overarching concern is that under the Preval Administration, the Provisional Electoral Council (CEP), has been highly partisan in support of Preval's INITE political coalition and has worked actively to put in place a structure that favors that coalition.

More concerning, the INITE coalition has also been arming supporters.

Preval and the Minister of Justice Paul Denis have already claimed victory in the elections.
