Haiti Election Officials Downplay OAS Conclusion

PORT-AU-PRINCE, Haiti (AP) -- Haitian electoral officials say they are not bound by an international panel's recommendation to drop the ruling party's candidate from a disputed presidential race.

A statement issued late Tuesday by the provisional electoral council signals that government construction official Jude Celestin could go on to a second round.

Street riots erupted in December when Celestin edged out singer Michel Martelly for a spot in a runoff against former first lady Mirlande Manigat.

An Organization of American States report recommended their order be switched because of fraud.

But the council says the conclusion is one element in a larger appeals process.

Reactions are hard to predict with many focused on ex-dictator Jean-Claude Duvalier's return from exile.
