President Preval is very smart political mind, he is not really make us wont, but he plays a very intelligent game. He has to make that move due the fact that the International wanted to exile him; Jean Claude Duvalier and Aristide Have to return to stop his exile and never Haiti must not see another exile President.

Many people know exactly Preval doesn't want to take exile, so He include Him with the return of formers.
