I tend to agree with you on the double nationality issue.

I think Haiti would benefit by collecting a 200$ US equivalent in a flat tax from their citizens (18+) living overseas who wish to remain Haitians, which should be collected by the way during the month of June after they get a tax refund from the US. The only way they can enforce the payment of such tax is to issue mandatory visas to enter Haiti.

Those who wish to enter Haiti should pay all their taxes before being issued such a visa. Those who do not pay taxes for a period of 5 years should forfeit their Haitian citizenship.

American citizens have to pay taxes to the US regardless where they live. Haiti needs money, that would be a good source of income.
