MY GOD, THERE ARE SO MANY DIFFERENT WAYS TO DEAL WITH TRASH AT THE NATIONAL LEVEL!!! ALL NATIONS HAVE TRASH ISSUES.

It is a basic problem that can be dealt with in so many different ways--without a major financial cost to the nation.

If a government can't come up with a way to deal with it's country's trash, than that government is completely and totally impotent.

That government's Think Tank either seriously lacks creativity and ingenuity, or simply does not care, BECAUSE THIS IS A NO-BRAINER TYPE OF PROBLEM THAT ANY ONE OVER 12 YEARS OLD COULD SOLVE.

Below is part of a post that I put up when I came back from my last trip to Haiti.

It somewhat addresses what you said.
In that post I said: Although I've always urged for patience with the members of this government because they seem to have good intentions, I am beginning to think that their Think Tank lacks ingenuity.

I get that this government found empty coffers when it took over, and had to move cautiously due to budget constraints.

However, there are simple steps that could be taken to make the streets cleaner, make the tourist routes more attractive, and create new jobs.
As I drove up throughout the more affluent neighborhoods and down around the less fortunate living areas, I noticed that there are some very specific things that create a lot more clutter than others.

In the affluent areas it is plastic bottles of sodas and broken down cars, and in the lower regions it is those small plastic water pouches that literally cover the streets and also those useless cars. If those were dealt with the streets would be at least 80% cleaner.

These issues also need to be addressed because dirty streets seriously hinder our tourist economy.

Furthermore, the type of trash we are talking also are serious environmental hazards that endanger the Haitian eco system and the future health of all Haitians in Haiti.

These plastic items could be handle by local community leaders or Mayors, but this is a national crisis which needs to be address by the national government.

There are many simple ways that these mostly recycling type of trash problems could be resolved, without costing the government a huge amount of money.

Take for examples the plastic drinking stuff.

A mandate could be issued for the sale of only glass bottled soft drink containers in Haiti.

That's the way it used to be before we decided to follow the wasteful American ways.
Another answer for disposing of these inorganic items could be recycling.

Since I don't think we want to end up like the US, where we go looking all over the country and the world for landfills, a national mandate could be established which forced the companies that sell these items to offer recycle bins for them. This could be the birth of several new businesses that manufacture stuff from recycle items.

Recycling in itself has become a booming business in many parts of the world.

A monetary fine could be assigned to companies that do not provide sufficient recycling bins for their products.

Once these bins are set up, another fine could be established for companies that don't dispose of their filled bins in due time. Hence these companies would have to do business with a recycling company to dispose of their stuff, and the recycling companies would deal with the manufactures who make stuff from the recycled stuff and so on...

LOTS OF NEW BUSINESSES!

Finally, once all that's established, a fine could be set up for anyone who knowingly throws one any recyclable items in the streets.

That was one way. That way generates a tremendous amount of new businesses for the country.

There are also more RADICAL ways of dealing with the problem:

The government could simply have a garbage truck pick up those plastic bottles and deliver them to the yards of their real owners (the companies that distribute them).

Since in reality what the people are purchasing is the water or the soda that is in those containers, the government could claim that it is simply acting as a concerned citizen by returning misplaced properties to their rightful owners.

After the government had done it's "good citizen's" duty, it could simply sit-back and let the owners of the returned items deal with them.
If the owners were to get cute and decide to move their unwanted items to an area that is believed to be inappropriate, the government could fine that company for disposing of its private garbage in an unlawful manner.
