I believe it is necessary to amend the constitution to deal with today's problems.

If we want to integrate the huge and powerful haitian diaspora, it is important to allow them to recover their haitian citizenship if they so desire.

I also believe parliament should have a right to fire both the president and the prime minister.

It should require a clear majority of the members, at least 2/3, in order to do so.
Finally, I believe the provision that prohibits the president to seek back-to-back terms should stay in effect.

Its main purpose should be to discourage dictatorial tendencies that past haitian presidents have consistently shown.

Therefore, if the president wants to abolish just this item, I would be very suspicious of his motive for doing so.
Does the constitution need to be amended?

Yes. Specific provisions need to be amended, not the whole thing.

Allow the diaspora to participate more in the life of the country, keep the parliament's right to oversee the executive branch and maintain the safeguards to prevent us from sliding back once again to one of these endless dictatorship regimes.
