Allow all Haitians to vote

Haitian leaving abroad would like to participate in Haiti's democratic process, i think Haiti should make this possible.

haiti will definately benefit from this. There are 4 million of us in the US. Everyone who live in the state and work should pay a $1 USD tax from there pay check, paid to haitian government each week in exchange for voting privilege.

That's about 204million dollars per year, this money could help greatly with Haiti's yearly butget.
