The lack of trust in the police force in Haiti

I would like to first of all wish son excellence a very happy new year, and lots of courage in his job.
My question is, when will the Preval administration take drastic steps in confronting corruption within the police force?

My biggest fear whenever I go to Haiti is that the police doesn't pull me over, or doing a spot check, they always seem to want to prey on visitors who come to enjoy Haiti.

For example, in April I got pulled over because I made a wrong turn in Petionville, the police brought me over to the precint for no reason, even when they knew that I was driving a rental from SogeCar rental with a 2 phone numbers listed in the rear windshield from the establishment.

I realized that they did it only to imtimidate, and to extort money from me. So, I resisted, and they eventually let go of me.
The very same thing happened to me in Bigot, Gonaives with the same rental car. The police randomly pulled me over and asked me "What I can do for him today?".

Dear Mr. President, I know how clean a president you are. Please, do something with the police force.

Put a bunch of decoys out there throughout the country to root the bad apples out.
I know, I can deal with the nonesense as a haitian, other foreign nationals may find it discouraging to visit our beloved country because of these dirty cops.
