We need a plan and action.

1. Are you suggesting we make Haiti a federation of tiny states and a republic?

Haiti has seen many secessions throughout its history, just like you suggested and that has not helped a bit. What about Les Cayes and Jacmel?

However, a constitutional amendent can create nine autonomous geographical departments and provide incentive for decentralization.

2. So insecurtiy has to do with the Bidonvilles.

Really?

And you would impose a curfew, trample on haitian civil liberties.

I guess being a poor person makes you a criminal.

3. Taxes are already law in Haiti; you should read the Haitian fiscal laws first.

Social Security number was created only to keep track of FICA contributions from working people.

Unless, you wanna imitate the US system, SSN is not necessary in a nation.
