Dear Reginal; There was a time that carnival in Haiti was one of the best in the Caribbean.

That has not been the case since the 1970s, when the maniacal dictator Duvalier [the father] destroyed the traditional mask and costume makers.

That's a long story; too long to explain here. However, before the 1960s, Haitian carnival was full of beautiful costumes, great symbolic representations, and a feast for all eyes to see. Today, Haitian carnival is a reflection of what has happened to the rest of the country.

I don't see why anyone would think that although the rest in the country is in shambles the carnival would be OK. (I don't think that was stated correctly, but it's after midnight and I am tired, but hopefully you get the gist of what I am saying).
