New Army Part II: The Big Mistake of The Army

< Previous | Home | Next >

Today I want to talk about the Coup d'Etat of 1991 and the Army.

The coup d'etat of 1991 remains the biggest mistake of the army. It is also the most controversial event in Hatian Politics.

I was in Haiti in October 1994 upon the return of President Aristide and I attended a book event where Mr. Harold Jean-Francois was selling his book: " Le Coup de Cedras".

I still have this book in my personal library.

I think the title of the book is wrong.

It should be: "Le Coup de Michel Francois".

Because it was planned and done by only one man.

Michel Francois and a few enrolled soldiers.

Cedras has no major role in the coup and had no interest to stage a coup against Aristide who just promoted him to Brig, General.

Cedras came to light because he made the speech and negotiate the exile destination.

After taken into custody in the National Palace, Aristide went to the General Headquarter of the army where he was treated with a lof of respects.

I was surprise to see that Aristide in his video tape"Killing the dream said "At that moment, I was waiting for death".

That was not true at all according to the international reporters who were present on the balcony of the army headquarter.

The coup d'etat was all one man show. Michel Francois who has collected a lot of money from Aristide opponents and the high class.

But, did Michel Francois really want to make a coup against Aristide?

I don't think so. All he wanted was to create a situation of panic so he can left the army, the country with the money he has collected to an early retirement.

Since the payees have the right to their ROI(Return On Investment) they will simply think that the coup was failed.

you have to understand that "Fake Coup D'Etat was big business in Haiti from 1987 to 1991. And even Guy Phillip has recently made a fortune out of it.

The coup d'etat of 1991 even after 24 hrs was not a success yet. Michele Francois has packed everything and his family was already on the run.

There were no clear leadership even after 24 hrs. It was not difficult for aristide to came back to power.

And I am still blaming Cedras for not resuming power to the democratically elected president, because all Michel Francois wanted was a way to get away with his money.

because he had collected a lot of money and he needed an early retirement.

My opinion is the following: Cedras should not endorsed the coup the way he did, He should negotiate an exile destination for Michel Francois and escorted the prime minister to the parliament to resume power and return the democratically elected president back to power as soon as possible without conditions.

This is what Herard Abraham would have done. Cedras did not do it.It was the army's biggest mistake ever.
I will be back with more on Part III(we will be talking about the relationship between Aristide and Cedras prior to the coup...)
