It made it easier to see what was in the treaty between the US and Haiti.

I have only a few word to say.
We all know Bouki means in creole: a stupid person, I never believed that Duvalier ( Baby Doc) is the purest form of a brainless leader, Signing an extradition treaty with the US was not a dumb thing.

It is very common for country to have such "understanding" between them. That treaty meant to enforce the removal of a criminal from his native country by official decree.

His native country may give him up to another country where this individual has committed a crime.

This is what extradition means.

Thus, the Haitian and American governments may assist each other to bring a "fugitive", a "runnaway" to trial in the country where he is wanted for a crime such as the ones described in the document.

But this is not what the American Government does: It violates the treaty using his superpower status to take to Haiti those who committed crimes within its territory.

But the treaty give the American the opportunity to demand that the haitian government "extradite", "return", or give up a person who flee America to seek refuge in haiti after he/she commits a crime.

Haiti has also the same privilege.

This treaty means that the criminal has no safe heaven in the US or Haiti.

That is not what the American do. Secondly, the American justice in many instances went to Haiti to arrest people who committed crime in the US and flee to Haiti, They even go after haitians citizen who never live in the US, if they believe he is a declared drug dealer.

This treaty clearly does not give the US government these privileges.

The deportation of criminals arises from the blind and discriminatory application of the cruel and harsh 1996 immigration laws under which resident aliens convicted of a felony are subject to immediate deportation.

I agree with you, our government must do something about that. There is a way to let these criminal rot in american jails.

Being without documentation should not be the basis to deport violent criminal to Haiti.
