Why is the capitol so dirty and filthy?

I recentyly visited haiti from November 12-23 and found that the country is so filthy and very dirty.

Is this a municipal that observing the capitol the first entry of tourists has to be so dirty?

I am sure that other countries such Canada, US, even the Bahamas maintain a cleaner place.

Why is Haiti a first independent country in the carribbean have to look like this. Mr. President please answer this question for me?
