No my friend, you are right in many aspect of your analysis.

Given the nature of the word Dictator, it is only a bad Government when the USA do not see any interest or benefit in it for them.

HAITI had all those Industries which have provided the country with its own demands and supply and that allowed the Country then to gain respect from a lot of tother neighboring countries especially in the rest of Latin-America.

Dominican republic then relied on Haiti more so Haiti relied on them now which is why they were more than Happy to accept Sugar cane Workers into the Dominican Republic and held those workes captives just so they can cut the Sugar canes for them since and most of the canes used to be sent in Haiti to Hasco to be refined and turned into sugar.

That was the deal Duvalier made which is a known fact that Haitians were sold to Dominican republic by the Regime.
