THOSE NEW CITIES WOULD BE MOST ECONOMICAL IF THEY WERE TO BE POWERED BY BOTH HYDROELECTRIC AND THERMAL SOLAR ENERGY IN ADDITION TO BACK UP GENERATORS WHICH CAN OFTEN BE ALTERNATED OR ROTATED BETWEEN DAY AND NIGHT TIME.

FOR EXAMPLE THE HYDROELECTRI MEAN WOULD BE FOR LONG DURATION RESERVES EMERGENCY BACK UP WHILE THE GENERATOR COULD BE USE DURING THE DAY AND THE THERMAL SOLAR ENERGY AT NIGHT.

AT LEAST IF NEW SMALL CITIES OR COMMUNITIES WERE BUILT, NOT MUCH GRID WATTS WOULD BE NEEDED TO POWER THEM SINCE WITH EACH BUILDING WOULD BE HAVING A BACK UP GENERATORS.
