Lucien, I really thank you for your search, but it has nothing to do with him being president.
His real issues do not come from his education, but personality.
Preval lets his Ministers go loose; never got tough on them regarding their duty for the country.
The Ministers and Mayers are not doing their jobs. Port-au-Prince becomes a public trash where merchants bend anywhere selling mangoes, pistachios, bananas, rice, peas etc. They stop in front of any private house and start selling.
Now, there's no store where a Haitian citizen can go to buy pants, skirts, shoes, perfumes or the least you could ever imagine.
The mulattoes desert the country because merchants invade their privacy; a store's owner cannot get into his office without having a morning fight with the merchants.
Their block completely the entrance and refuse to move a little bit.
Preval remains a good President and the peoples of Haiti know it well. He needs to have frequent meetings with his co-workers and forces them to work better than they're doing right now. He should not be afraid to fire a worker whose performance is low. Having a college degree doesn't mean that somebody is smart; Aristide has PHD, speaks many languages and still cannot rule the country.
He was not smart enough to gain full control over the upper class and the lower class.
Instead, he entirely divided the country.
We need Preval, as a President to watch over everybody's performance and not be afraid to fire anyone who shows weakness in his/her corner.
