I understand this is not an Eglish 101 class, and I also understand that English is not Haitian's native language, but that doesn't give permission to anyone to post on the forum using an Eglish that most people cannot read and underst.
Anyway, I have been advocating for governership system in Haiti for a longtime now. However, contrary to many's belief, Preval has no power to establish such system, but rather can advocate for it.
This type of system must be defined in the constitution, which doesn't call for anything like that.
To have fundamental change in Haiti, the entire constitution which gives ALL the power to the president, must be amanded or scriped out all together.
Haiti's constitution was drafted in 1987 by a very small group from the elite that made sure the government runs always by the elite and friends of the elite.
The prime example is about the counstitution calling for "Prime Minister" be business orner and homeowner.
That, in itself, is a flagrant discrimination preventing ALL Haitians' participation in their government.
The constitution should and must require age, native Haitians, and residency as sole criterias to be qualified for president and prime minister, plain and simple.
Second, there must amand the constitution to have governors in all the 9 departments.
The 10th department doesn't exist.
The 10 department is nothing but an illusion and imaginary concept.
Haitians living abroad cannot be considered as "10th" department because Haiti has NO outside juridiction, and furthermore the so-called 10th department has no voting right and no say in the political affairs in Haiti.
Third, ALL judges must be elected officials except for "Cour de Casassation." This is important in order the get an independent judicial system instead having the president to control it.
Finally, each department should have some otonomy over their own affairs by allowing the governors to lobby and seek for foreign investments for their state/department, to have their own police department and finace their own infrustructure project, but at the same time competing for central government matching funds.
